The European Union (EU) has enhanced the International Organization for Migration’s (IOM) efforts to support Ukrainian refugees and third-country nationals in Moldova. This initiative, part of the action titled “Addressing urgent humanitarian needs of the vulnerable refugees and third country nationals in the Republic of Moldova,” aims to provide vital assistance throughout 2024.

As of June 11, 2024, the EU has allocated €1.2 million to strengthen IOM’s intervention. This funding will ensure that vulnerable refugees and third-country nationals receive multi-purpose cash assistance and protection services. The primary focus is on those at risk of being excluded from other humanitarian efforts, particularly in the Transnistrian region and rural areas of Moldova.

Eligible individuals are identified using advanced software and a vulnerability criteria scorecard developed in coordination with the UNHCR and the Inter-Agency Cash Working Group. These tools help determine those in need of financial support for essentials such as food, healthcare, hygiene items, rent, clothing, and other basic necessities.

The IOM Mobile Protection Teams play a crucial role by providing personalized protection assistance. This includes legal advice, mental health support, urgent one-time cash assistance, and referrals to regular support pathways. These teams focus on assisting refugees and third-country nationals who are far from urban centers or residing in rural areas, based on assessments of their needs and vulnerabilities.

The action is funded by the EU through the European Commission’s Civil Protection and Humanitarian Aid Operations department (DG ECHO). It is implemented by IOM in close collaboration with local institutions and civil society organizations in Moldova.
