Germany is set to implement a novel approach to attract skilled workers from around the world with the introduction of an opportunity card, slated to come into effect from June 2024. This initiative aims to streamline the process for job seekers by allowing them to stay in Germany and explore employment opportunities without the constraints of a permanent job contract.
Under the new system, skilled foreign nationals who have their overseas qualifications fully recognized are eligible to obtain the opportunity card without additional special requirements. Unlike traditional visa processes, applicants will not need to provide proof of a permanent job contract, making the process more accessible for qualified individuals.
However, applicants who do not fall under the category of fully recognized skilled workers must fulfill specific criteria. These include possessing a foreign university degree, a vocational qualification of at least two years’ duration recognized by the state in the country of training, or a vocational qualification issued by a German Chamber of Commerce Abroad.
Furthermore, proficiency in either German (at level A1 CEFR) or English (at level B2 CEFR) is a mandatory requirement for all applicants. Points are awarded based on various criteria such as qualification recognition, language proficiency, professional experience, age, ties to Germany, and potential accompanying partners or spouses. Applicants must achieve a minimum of six points to be eligible for the opportunity card.
Once issued, opportunity cards are valid for up to one year, provided the holder can support themselves financially during their stay. Holders are permitted to engage in work trials or take up secondary employment for a maximum of 20 hours per week in Germany. Additionally, if an applicant is unable to obtain another resident title for work-related reasons but has received an eligible job offer, the opportunity card can be extended for an additional two years.
In summary, the introduction of the Opportunity Card is poised to simplify the job search process for skilled workers in Germany, offering an expedited pathway to employment without the lengthy recognition procedures typically associated with foreign qualifications. With a focus on qualifications, language proficiency, and points-based eligibility, the initiative aims to attract talent from diverse backgrounds to contribute to Germany’s workforce.
