India is considering a new law to ensure the safe and organised migration of its citizens seeking jobs abroad. This comes after more than 100 Indian migrants were deported from the United States and returned to Amritsar under strict security measures. The government aims to establish a clear legal framework for overseas employment to protect Indian workers from difficult situations in foreign countries.
The proposed Overseas Mobility (Facilitation and Welfare) Bill, 2024 was discussed in the Lok Sabha following a report by the Parliamentary Standing Committee on External Affairs, led by Congress MP Shashi Tharoor. The bill is intended to create a system for safe, legal, and well-regulated migration, reducing the risks faced by Indian workers abroad.
The recent deportation involved 104 Indian nationals, including women and children, from states like Punjab, Haryana, Gujarat, and Maharashtra. These individuals were detained as part of a broader crackdown on illegal immigration in the US. Reports indicate that many were seeking better opportunities through high-risk routes, including illegal crossings via Mexico and Central America.
External Affairs Minister S. Jaishankar assured Parliament that the government closely monitors the welfare of Indian migrants and is prepared to assist them during emergencies. He cited past efforts to evacuate Indian citizens from conflict zones and stressed that authorities remain vigilant about such issues.
Shashi Tharoor acknowledged that deportations happen regularly, with over 1,100 Indians sent back from the US last year. However, he pointed out that this particular case attracted attention due to the harsh treatment of deportees, who were reportedly chained and shackled on a US military aircraft. He criticised the handling of these migrants, calling for more humane treatment in such situations.
The incident highlights the tightening of US immigration policies, particularly regarding illegal entry. Despite these restrictions, many Indian migrants continue to risk dangerous journeys in search of better job opportunities. The proposed bill aims to create a safer and more regulated migration process, ensuring that Indian workers can seek employment abroad under legal protections.
