The Department of Labour of Myanmar has announced that 122 Myanmar women workers heading to Japan under employment agency management have been approved to apply for the Overseas Worker Identification Card (OWIC) and participate in the overseas job training course. The announcement was made on 2 December 2025.
The training course, which is a mandatory step for workers preparing to work abroad, is scheduled to begin on 4 December 2025, followed by the OWIC application on 5 December 2025. Workers who miss the prescribed schedule will be required to resubmit their applications to comply with the process.
Employment agencies facilitating the workers’ departure must submit an Excel list of sending workers, copies of passports, and OWIC copies to the Department of Labour within a week from the workers’ departure date. Submissions should be sent via email to dolmigrationjapan@gmail.com.
The OWIC program is part of Myanmar’s effort to ensure that migrant workers are properly documented, trained, and prepared for overseas employment. The training courses cover professional skills, cultural orientation, and legal requirements to help workers adapt successfully to working life in Japan.
Authorities emphasized the importance of completing the OWIC and training processes on schedule, as these are essential for safe, legal, and well-managed migration. These measures aim to protect workers from exploitation and ensure compliance with both Myanmar and Japanese regulations.
