The New York City Council has taken a proactive step in response to the ongoing migrant influx by assembling a specialized team comprising seasoned city government officials. Tasked with devising effective strategies to assist new arrivals in integrating into society, this initiative comes after nearly two years of grappling with the ramifications of increased migration.

Announced during her recent State of the City Address, City Council Speaker Adrienne Adams introduced the New Arrivals Strategy Team, consisting of a diverse array of experts including city government veterans, service providers, nonprofit leaders, funders, City Council staff, and immigrant New Yorkers. Over the next few months, this team will conduct a thorough assessment of the city’s response to the migrant influx and formulate policy recommendations to address both immediate and long-term needs.

Among the notable figures appointed to the team is Lilliam Barrios-Paoli, a seasoned veteran of city government with a wealth of experience spanning several decades. Having served in prominent roles such as deputy mayor for health and human services under Mayor Bill de Blasio, Barrios-Paoli brings invaluable insight to the team’s efforts. Despite being newly retired, Barrios-Paoli eagerly accepted the opportunity to contribute to the task force’s seven-member board, which will play a pivotal role in guiding the implementation of proposed solutions.

Joining Barrios-Paoli are other distinguished figures including P.V. Anantharam, Ruth Messenger, Larian Angelo, Ester Fuchs, David Jones, and Lisette Nieves, each boasting extensive backgrounds in city governance and community service.

In a conversation with City & State, Barrios-Paoli shed light on the unique challenges posed by the migrant influx and emphasized the need for innovative, long-term solutions. Reflecting on the Adams administration’s response thus far, Barrios-Paoli commended their crisis management efforts in swiftly establishing shelters to accommodate the influx. However, she underscored the importance of not only addressing immediate needs but also facilitating the integration of migrants into the broader community.

Acknowledging the complexity of the situation, Barrios-Paoli emphasized the collaborative nature of the task force’s approach, which aims to leverage the expertise of various stakeholders and communities. By tapping into the collective wisdom of specialists from diverse fields, the team seeks to develop holistic solutions that address the multifaceted needs of migrants.

As the task force prepares to convene for its inaugural meeting, Barrios-Paoli remains optimistic about the potential for meaningful progress. While timelines for issuing reports are still being finalized, she stressed the importance of thoughtful deliberation and collaboration in developing effective strategies.

Looking ahead, Barrios-Paoli highlighted the need for a comprehensive approach that addresses both the immediate needs and long-term integration challenges faced by migrants. With a focus on fostering collaboration across different levels of government and community organizations, the task force aims to chart a path forward that ensures the well-being and prosperity of all New Yorkers, regardless of their backgrounds or origins.

In conclusion, Barrios-Paoli emphasized the collaborative spirit of the task force and its commitment to finding constructive solutions to the challenges posed by the migrant influx. By harnessing the collective expertise and resources of various stakeholders, the team aspires to pave the way for a more inclusive and equitable future for all residents of New York City.
