    AU Advocates for Migration as a Development Agenda

    The African Union (AU) is emphasizing a paradigm shift in how migration is perceived, urging stakeholders to prioritize it as a developmental opportunity rather than solely a security issue. This call comes as the AU validates a three-year implementation plan for the Global Compact for Safe, Orderly and Regular Migration (GCM).

    Sabelo Mbokazi, Head of the Labour, Employment and Migration Division at the AU, stressed that African migration should be viewed through a developmental lens. He highlighted that migration and human mobility in Africa offer opportunities for development rather than being seen as problems to solve.

    The GCM implementation plan aligns with the AU’s Migration Policy Framework for Africa (MPFA) and addresses current migration challenges, including climate change impacts and the protection of vulnerable groups like children and displaced persons. It aims to harmonize African contributions to global migration governance efforts.

    Dr. Japhet Lishomwa, Chair on Migration, Refugees, and Internally Displaced Persons (IDPs) at the AU, emphasized the need for AU member states to implement the GCM Action Plan once adopted. The plan, based on the principles of the Global Compact on Migration adopted in Marrakech in 2018, provides guidelines for improving migration governance and promoting socio-economic benefits through international cooperation.

    The AU continues to advocate for a comprehensive approach to migration governance that addresses the specific realities and needs of its member states. As the validation process concludes, the AU looks forward to submitting the finalized plan to the STC on Migration, Refugees, and IDPs for consideration and adoption.
