Italy has recorded a 65% year-on-year reduction in migrant sea arrivals in early 2024, marking the fifth straight monthly decline compared to 2022. But deadly shipwrecks and human trafficking concerns persist, prompting policy shifts by the new government.
“Since taking office, our government’s primary objective has been to fight the shameful trafficking of migrants,” said Interior Minister Matteo Piantedosi during recent parliamentary questions. He pointed to tougher migration rules and cooperation with origin and transit countries as keys to reducing irregular crossings.
Just 1,739 migrants arrived in Italy by sea from January 1-February 15, according to official data, down from over 5,200 during the same period last year. The government has highlighted falling numbers after conservative Prime Minister Giorgia Meloni campaigned on stopping boats departing North Africa.
But the data omits a major tragedy underscoring the dangers migrants face on overladen smugglers’ boats. In February 2023, a shipwreck off Italy’s Calabria region killed 64 Afghans, Pakistanis and Iranians, including dozens of children.
The disaster followed other recent fatal sinkings like one last June that claimed 94 lives off Cutro. It sparked public outcry and questions about Italy’s commitment to rescue operations.
Minister Piantedosi said strategies focus both on deterring African departures and combatting root causes “by promoting support for the economic and social growth of the countries of departure.” But critics argue Italy relies too heavily on Libyan coast guard interceptions and lacks legal pathways for asylum seekers.
While arrivals have temporarily slowed, migrant deaths in the Mediterranean hit a five-year high in 2022. Over 1,400 people perished at sea trying to reach Europe, according to UN data.
Italy walks a fine line between staunching flows for domestic audiences and upholding humanitarian duties. But without EU assistance addressing root factors driving migration, hopes remain slim that the dangerous sea passage from Africa will cease claiming victims.
